Ektron CMS400.Net Reference
A checked-in content item is one to which changes were made, after which it was checked in instead of being submitted or published. When content is checked in, all users who have permission to edit it can check it out and change it.
Keep in mind that the content seen on the template is not the same as the content in the editor view.
Options you may perform on checked-in content are described below.

Submit/Publish |
Submit content into approval chain. If you are last approver in the approval chain, the publish button/option appears. If you click it, the content is immediately posted to Web site. |
